DutiesWHAT IS THE TAS - TAXPAYER ADVOCATE SERVICEDIVISION?A description of the business units can be found at: Vacancies will be filled in the following specialty areas: Taxpayer Advocate Service (TAS), Executive Director Case Advocacy (EDCA) Intake & Technical Support (ITS), Quality Review Program (QRP)The following are the duties of this position at the full working level.Represents the Taxpayer Advocate Service program for which they are responsible in the performance of a variety of top liaison assignments and contacts with representatives of other Government agencies and Internal Revenue Service (IRS) officials and industry associations. Serves as a liaison with Area Advocate staffs, operating divisions, and the Service's industry specialists. Ensures understanding and consideration of the Taxpayer Advocate policies and views.Actively assists in the implementation of the Taxpayer Advocate's administrative management and technical decisions, and ensures accomplishment of the desired results. Advises on and oversees the general management of operations, including utilization of resources. Provides technical advice on the overall management of programs under the purview of the Taxpayer Advocate program for which they are assigned. Analyzes proposals directed to their assigned program for approval, design or review, and develops recommendations for consideration and action as well as alternate proposals.Performs independently, or provides leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects. May participate in Area or National Office or industry association task forces. These studies may require contacts with and preparation and issuance of reports to high level Service officials or industry representatives.Takes a leadership role in the development of program plans, design and issuance of directives and instructions and the development of recommendations to improve the effectiveness of the entire organization for which they serve. Formulates or influences agency policy relating to their assigned organization. Negotiates on policy matters involving organization or operational areas.Collects, analyzes and consolidates data and status reports to determine impact on resources, effectiveness, and compliance with established goals and objectives. Manages the full range of technical, operational, and administrative issues that exist within the operation. QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE:GS-14 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience leading major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude; Experience with management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; Experience with written communication to prepare comprehensive written reports and document findings, conclusions and recommendations. Experience leading and conducting data analysis involving complex datasets or multiple datasets; Experience applying IRS functions, programs, policies, regulations, procedures, and operations to conduct reviews. ANDMEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.ANDTIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
